Boulevard Market – Retail Redevelopment

The Challenge


Boulevard Market was a redevelopment of an existing retail center in a heavily trafficked suburban corridor. The site required significant reconfiguration to support new tenants, modernize access, and update utilities while maintaining operations for existing businesses. Civil design needed to address aging infrastructure, revised site circulation, ADA compliance, and stormwater improvements within a limited construction window.



Civil Engineering Contributions


  • Site Redevelopment Layout and Grading: Updated the overall site layout to improve access, circulation, and parking geometry. Developed a new grading plan to tie into existing structures while providing compliant pedestrian routes and smoother vehicle transitions.

  • Stormwater Management Upgrades: Evaluated the existing stormwater system and designed improvements to address water quality and drainage flow, working within the constraints of existing infrastructure and limited space for new detention.

  • Utility Coordination and Modernization: Redesigned sanitary and water services to accommodate new building configurations, updated meter placements, and coordinated connections with utility providers to avoid service interruptions.

  • ADA and Pedestrian Access Improvements: Developed accessible routes, ramps, and transitions from parking to storefronts, meeting current ADA standards and enhancing the center’s overall walkability.

  • Construction Phasing for Ongoing Operations: Phased design allowed parts of the site to remain open to the public during construction. Coordination with ownership and contractors ensured continuity for existing tenants and minimized business disruption.
